Obama’s bodyguard a Reptilian Shape-Shifter?

During his trip to Israel back in 2008 the following footage was taken by Jewish News. One. At 0.36 minutes of the video you can see a strange human in the background and it looks like he is shape shifting.

Is it just the angle of the camera or is this person a reptilian and the camera caught him at the right moment.
